Cyber Resilience Action Plans

Organisations of all sizes across Scotland face a growing threat of cyber-attacks. The SME and micro-business community is not immune and cyber criminals use increasingly sophisticated methods to identify the weakest link within supply chains. The Scottish Government has now outlined the actions they will take during 2018-20 to support organisations to address these threats and increase cyber resilience across all sectors. Cyber Resilience Action Plans for Scotland’s public, private and third sectors have now been released and form a complimentary suite of plans which will help organisations address the ever evolving threat of a cyber-breach.

The Private Sector Action Plan outlines 8 key points which partners will focus on over the next two years. The main areas of focus will be:


  • Developing a Cyber Resilience Framework or Pathway
  • Reviewing regulatory requirements
  • Strengthening systems of and advice and support and awareness raising
  • Strengthening partnership working, leadership and knowledge sharing in Scotland’s private sector
  • Supply chain cyber security – establishing cross sectoral alignment of core supply chain cyber resilience
  • Private sector cyber catalysts - will develop and implement practical solutions to key challenges
  • Strengthening incentives to improve cyber resilience in Scotland’s private sector
  • Benchmarking, Monitoring and Evaluation


Collectively achieving these targets should increase awareness of the cyber threats faced and help organisations across Scotland identify how best to protect themselves.  The overall aim is to create a ‘herd immunity’ which will reduce vulnerabilities across all sectors and strengthen the resilience of Scotland as a whole.

The National Cyber Security Centre (NCSC)’s Cyber Essential certification is highlighted in all the action plans as a good starting point for businesses of all sizes. The Government will release additional funding of £500,000 in autumn to support businesses & charities get this certification in place. The funding will be administered via a voucher scheme with the aim of doubling the number of organisations in Scotland holding this certification over the financial year 2018-19.
